The Real Q4 Problem

Increased activity does not automatically mean increased opportunity for your business.

A rushed response to the wrong solicitation can consume time, money and subcontractor resources without producing a credible submission.

The federal fourth quarter can create additional buying activity, shortened timelines and pressure to move quickly. That pressure causes many small businesses to chase opportunities without confirming fit, pricing feasibility, compliance requirements or performance capacity.

Registration in SAM.gov is only the beginning. A business still needs a practical opportunity strategy, accurate solicitation analysis, confirmed resources and a disciplined submission process.

This program is designed to help you make better pursuit decisions and execute against a realistic fourth-quarter plan instead of searching without direction.

The Q4 Execution System

A structured process from readiness through submission.

Every stage is designed to help you identify stronger-fit opportunities, resolve gaps earlier and protect your time from weak pursuits.

1

Assess Readiness

Review your registration, capabilities, past performance, finances, staffing, subcontractor reliance and proposal readiness.

2

Target the Market

Identify agencies, purchasing patterns, opportunity categories, contracting pathways and realistic targets for your business.

3

Evaluate Opportunities

Apply a weighted feasibility review to determine whether an opportunity is a Go, Conditional Go or No-Go.

4

Execute With Discipline

Track quotes, subcontractors, compliance documents, deadlines, review gates and final submission verification.

Program Fit

Built for businesses prepared to execute, not simply collect information.

This program may be a fit when you:

  • Are registered in SAM.gov or actively resolving registration issues.
  • Have a defined product or service and want a more focused opportunity strategy.
  • Need help evaluating solicitations before committing resources.
  • Rely on subcontractors, vendors or outside quotes.
  • Can attend sessions and complete assigned execution steps.
  • Want to build a repeatable contracting process beyond Q4.

This program may not be a fit when you:

  • Expect Global Connects to guarantee a contract award.
  • Need every proposal written and submitted for you.
  • Do not yet know what your business sells.
  • Cannot provide the required business and registration information.
  • Are unwilling to evaluate opportunities objectively.
  • Need unlimited private consulting for the $1,497 fee.
Completion-Based Commitment

The program commitment is tied to execution, not a promise of an agency award.

Clients who complete the required program actions are covered by the completion-gated submitted-bid terms stated in the service agreement and checkout conditions.

The program also includes a bounded 90-day post-program advisory extension under the applicable completion terms.

Global Connects does not guarantee a contract award, government revenue, bid acceptance, subcontractor availability or any agency decision. Final eligibility and terms are governed by the signed agreement and checkout terms.

Does Global Connects guarantee that I will win a contract?

No. Global Connects provides education, strategy, feasibility analysis and execution support. Agencies and prime contractors make their own award decisions.

Will Global Connects write my complete proposal?

Complete bid writing is outside this program’s standard scope. Separate Bid Assistance may be recommended when a qualified opportunity requires additional proposal support.

How many opportunities can be reviewed?

The program includes up to 10 feasibility reviews, with no more than three concurrent pursuits per client.

Can I participate if I use subcontractors?

Yes. The program includes a process for evaluating subcontractor readiness, quote availability, capacity and performance risk.

Is this only for federal contracts?

The primary focus is federal fourth-quarter execution. Relevant state, local, prime-contractor and subcontracting opportunities may also be considered when they align with the client’s strategy.

What happens after the six-week program?

Each client receives a post-Q4 pipeline strategy. Additional support may be recommended based on the client’s readiness, active pursuits and long-term procurement goals.
